This is likely to use waste paper as a raw material, and may be printed using benzene ink; the color of the product is very white. Fluorescent brighteners may be added during production.

According to investigations, at present, most of China's paper cup manufacturing companies implement the QB2294-2006 "paper cup" industry standard. Moreover, disposable cups only have industry standards and no national standards. And the industry standard is only recommended and not mandatory.

Dong Jinshi, executive vice president of the International Food Packaging Association, said that the reason for this is that in the existing industry standards, there is no requirement for ink. Some companies have used holes in the ink and used poisonous inks to print paper cups, resulting in the use of benzene and toluene. Poor ink paper cups, such as toxic solvents, were able to flow into the market.

Similarly, for the production of napkins using waste paper, Dong Jinshi said that because the national standards for toilet paper or napkins currently do not prohibit the use of talcum powder, fluorescent brighteners, etc., food packaging papers are prohibited from use. Napkin is not included in the category of food paper, nor has it implemented the QS access system, which makes the use of regulations a blind spot for supervision.

He suggested that relevant departments should implement the QS market access system for napkins as soon as possible. As a result, the market regulators also have a basis for the supervision of napkins and ensure the health of consumers.

From this point of view, both the issue of napkins and paper cups have a lot to do with the lack of relevant industry standards and systems.

However, what is puzzling is why the industry standards and guidelines that are closely related to people's lives have always been a blank. The industry standards that should have existed are always found missing after being exposed.

Of course, with the adoption of industry standards, it is necessary to strengthen supervision before it is effective, otherwise the industry standards are not binding. But if there are even no industry standards, where does regulation come from? It is not surprising that problems and chaos appear in the industry. Therefore, it is hoped that the industry standards will be more proactive and will not allow people to “be deeply victimized” before coming to the forefront, and let the industry chaos force industry standards.
