The "two sessions" held in Beijing in recent days have become the focus of media attention. At the same time, he submitted seven motions to the National People's Congress in one breath. In addition to reflecting some of the tire industry's focus issues, such as tire testing grounds, green tires, electronic labels, etc., these proposals also involve automotive alternative fuels, highway toll policy, the development of private research institutions.

According to the reporter's understanding, some of these problems are the result of his own long-term thinking, while others are made after communicating with relevant departments.

Concerned about the lack of tire test sites

Among the seven motions submitted by Yuan Zhongxue this year, one of the media’s concerns is a “Proposal for Accelerating the Construction of a Tire Testing Site”.

In fact, Yuan Zhongxue's concern with tire testing grounds has been long-standing. His profound understanding of the motion is actually a painful experience of the entire tire industry in China.

In 2013, China’s tire production reached an unprecedented 500 million, accounting for about one quarter of the world’s total production. China deserved to be the world’s largest tire producer. However, such a tire-producing country does not have its own national tire testing ground.

The tire testing ground is an important means for the development of new technologies for tires and experimental testing of new products. It is also an important way for a country to test and improve tire technology and product quality. As there is no testing ground, China’s standards for compulsory certification and testing of tires have hitherto been able to imitate foreign ones. It has constrained the development of tire product certification and testing standards and impeded China's ability to detect imported tire products, especially in tires internationally. In terms of trade disputes, it is also difficult for China to have enough right to speak.

According to Yuan Zhongxue, the construction of a tire outdoor test site has actually been brewing in China for nearly 30 years. The country has also set up a special project for this purpose, but it has been abandoned halfway through various reasons. The auto testing grounds that have been built in China are based on the road tests of entire vehicles and cannot meet the needs of the tire industry. While subject to factors such as land, capital, and international recognition, although some parts of the country are also exploring for construction, it is still not clear when a nationwide test site with a public service platform in particular can be built.

Yuan Zhongxue’s proposal is to pilot demonstrations in areas with guaranteed land supply, promote the construction of tire test sites, formulate a policy to support the construction of outdoor tire test sites as soon as possible, establish a third-party open tire test site platform, and conduct services for the entire industry.

Vision to the whole industry chain

It is understood that Yuan Zhongxue’s concern is far beyond the tire industry.

The soft control shares he led were formerly a school-run enterprise. In many people's minds, Yuan Zhongxue, as a person who has been immersed in the “school atmosphere” for a long time, is more like a scholar and a professor who reads books. His vision has gone far beyond the tire circle and has expanded into a wider and wider field.

This feature is also reflected in the seven bills submitted by Yuan Zhongxue this year. In addition to focusing on the focus of the tire industry itself, he also noticed many problems in the automotive industry and transportation in the tire industry chain, and also noted the development of private R&D institutions.

For example, on the promotion of the use of vehicle liquefied gas (LPG) recommendations. According to the data, nearly 10 million vehicles worldwide use liquefied petroleum gas for fuel, and about 20 countries are promoting this new energy vehicle. The number of vehicle refueling stations is nearly 40,000. The annual sales volume of vehicle LPG is about 17 million tons, the annual growth rate of 12-15%. Currently, more than 90% of taxis in Japan, South Korea, Australia, the Netherlands, and Hong Kong of China use liquefied gas for vehicles as fuel.

In China, LPG's automotive use currently accounts for only about 3% of its total production.

Yuan Zhongxue believes that China has abundant reserves of liquefied gas resources and its current total output has reached 23.1 million tons/year. As an environmentally friendly, safe and economical fuel, LPG has broad application prospects in automobiles. To this end, he recommended that relevant state departments revise and improve the LPG product quality standards for vehicles, provide policy support for the refueling car manufacturing technologies, promote the production of refueling vehicles in the manufacturing field, and provide public transport (such as city buses and rental vehicles) and logistics. Transport and civilian vehicles (ordinary cars) are given policy support in terms of “oil to gas”.

Another example is the proposal for free release of freeway traffic during congestion hours. Yuan Zhongxue’s study found that domestic highways have caused serious damage to the economy, energy, and the environment due to traffic jams. The successful experience of developed countries has proved that if free parking is allowed after congestion on the toll expressway, To some extent, reduce the time cost of congestion, and reduce the harm caused by traffic congestion. To this end, he made relevant proposals for resolution.

Broadening his vision to the tire industry chain and focusing on many issues closely related to economic development, Yuan Zhongxue has fulfilled his duty as a representative of the NPC conscientiously and earnestly.
