Guizhou's 3.4 million farmers have escaped poverty in the past five years

The first meeting of the 12th People’s Congress of Guizhou Province was opened in Guiyang on January 26th. Chen Miner, deputy secretary of the Guizhou Provincial CPC Committee and acting governor, stated in the government’s work report that Guizhou has been coordinating the economy for the past five years. Social development, protection and improvement of people’s livelihood continued to increase, and people’s living standards were newly raised. The number of poor people in the rural areas was reduced by 3.4 million. Eight counties and 194 townships and towns realized poverty reduction.

Guizhou is located in the highland and mountainous region of southwest China. In 11 specially confined and contiguous areas designated in China, Guizhou has involved three contiguous and contiguous areas: Wuling Mountain Area, Wumeng Mountain Area, and Guizhou-Guizhou Rock Desertification Area. Guizhou 88 70 district-level units have entered the regional planning.

As a typical poverty-relief area in western China, according to the national poverty alleviation standard of 2,300 yuan, Guizhou's rural poor population reached 11.49 million, accounting for 33.4% of the rural population in Guizhou Province. Due to the large number of poor people in the rural areas, the prominent problem of ethnic poverty, and the high proportion of the population with deep poverty, the poverty alleviation task in Guizhou is arduous. Talking about the status quo of poverty alleviation and development in Guizhou, the director of Guizhou Poverty Alleviation and Development Office, Ye Lan, said in an interview with reporters: “In the face of the situation in Guizhou Province, we feel stress and responsibility, but the motivation is even greater.”

As the first people's livelihood project, in 2012, the total number of poverty-stricken people in Guizhou Province was 1.3 million, and the per capita net income of farmers in key counties in 50 national poverty alleviation and development work reached 4,600 yuan, an increase of 17.9%, and achieved the goal of reducing poverty and increasing income. In the key poverty alleviation and development work, Guizhou plans to complete the relocation of 2 million impoverished people within 9 years. In 2012, Guizhou invested RMB 1.811 billion to complete the relocation of 10.13 million people.

According to reports, in the next five years, Guizhou will support more poverty-stricken people to lift themselves out of poverty, complete the poverty-relief ecological migration to relocate 1.45 million people, reduce the poverty-stricken population by 5 million, and 40 counties and 900 poverty-stricken townships will achieve “pick-off” for poverty reduction. “Guizhou must focus on running people’s livelihoods and practical matters, and persist in doing everything in its power and capacity to implement practical and effective people’s livelihoods.” Chen Miner pointed out that as the first livelihood issue in 2013, Guizhou will implement 36,000 poverty alleviation and ecological migrations. 150,000 people, 1 million people living in poverty.
