The conditions of this Code apply to recycled lead enterprises that use waste lead storage batteries as the main raw material in the territory of the People's Republic of China (excluding Taiwan, Hong Kong and Macao).

I. Project construction conditions and enterprise layout

(1) Newly built, rebuilt or expanded reclaimed lead projects shall comply with national industrial policies and urban and rural construction planning, overall land use planning, main functional area planning, corresponding environmental protection planning (action plan), and mandatory national standards. Limit blind expansion.

(2) It is strictly forbidden to be in the important ecological areas such as the prohibited development zone, key ecological function zone, ecological environment sensitive zone, vulnerable zone, drinking water source protection zone, non-industrial planning and construction zone, air pollution prevention and control key control zone, lead pollution caused by environment The quality can not be stabilized in the standard area and other areas requiring special protection to build, rebuild and expand the recycled lead project. The newly-built recycled lead project shall be located in an industrial park established according to law, with consistent functional positioning, complete environmental protection infrastructure, and planned environmental impact assessment. Existing recycled lead enterprises should gradually enter the industrial park. When constructing a recycled lead project, the distance between the site and the centralized storage facilities of hazardous wastes and the surrounding population and sensitive areas shall be determined according to the conclusion of the environmental impact assessment, and not less than 1 km; the production of lead storage batteries shall comply with the relevant national standards. Second, production scale, quality, technology and equipment

(1) The scale of the waste lead storage pretreatment project should be above 100,000 tons/year, and the scale of recycled lead in the pretreatment-smelting project should be above 60,000 tons/year.

(3) For waste lead storage batteries containing acid liquid, the recycled lead enterprises shall purchase the whole acid-containing liquid; the damage rate of the waste lead storage batteries purchased by the recycled lead enterprises shall not exceed 5%. Recycling lead enterprises shall strictly implement the relevant requirements in the “Standards for the Control of Hazardous Waste Storage Pollution” (GB18597-2001). The automatic lead crushing and sorting process and equipment shall be used to dispose of lead-acid batteries, and the dismantling of lead-acid batteries shall be prohibited. Under the crushing operation, it is strictly forbidden to directly discharge the waste acid liquid in the waste lead storage battery. The ground of the enterprise pretreatment workshop must be treated with anti-leakage treatment, and must have supporting environmental protection facilities and technologies such as waste acid liquid recovery and disposal, effective collection and purification of waste gas, and recycling of wastewater.

(4) Lead paste, lead grid, heavy plastic, and lightweight plastics sorted from waste lead storage batteries shall be classified and utilized. The lead paste produced by the pre-treatment enterprise needs to be sent to the standard recycled lead enterprise or the mine lead smelting enterprise for coordinated treatment. The pre-treatment-smelting company's lead paste needs desulfurization treatment or smelting tail gas desulfurization, and the waste generated in the desulfurization process is disposed of harmlessly to ensure environmental protection.

(5) Recycling lead enterprises shall adopt advanced technologies and equipment with high production efficiency and low energy consumption, encourage the adoption of advanced and applicable clean production technology and techniques, and shall not adopt backward processes and equipment that are prohibited and eliminated by the state. The waste lead storage battery pretreatment and smelting equipment must be equipped with a vacuum device. It can not be a direct smelting waste lead-acid battery shell, or may not use a direct coal-fired reverberatory furnace smelting PCI lead material.

Third, energy consumption and comprehensive utilization of resources

Recycling lead enterprises must have a sound energy management system, and energy measuring instruments should comply with the relevant requirements of the General Rules for the Provision and Management of Energy Metering Apparatus for Energy-using Units (GB17167-2006), and comply with the “Energy Consumption Limits for Renewable Lead Unit Products” (GB25323- 2010) Standard requirements. The energy consumption of the pretreatment-smelting enterprise smelting process should be less than 125 kg of standard coal/ton of lead. The energy consumption of the refining process should be less than 22 kg of standard coal/ton of lead, the total lead recovery rate is greater than 98%, and the lead content of the smelting waste residue is less than 2. %; The comprehensive energy consumption of the waste lead battery pretreatment process should be less than 5 kg of standard coal / ton of acid-containing waste batteries.

Fourth, environmental protection

(1) The recycled lead project complies with the requirements of the Environmental Impact Assessment Law and the Environmental Protection Management Regulations for Construction Projects.

(2) Recycling lead enterprises shall reach the level of “clean production enterprises” as stipulated in the “Recycling Production Industry Evaluation Index System for Recycling Lead Industry” (Development and Reform Commission, Ministry of Environmental Protection, Ministry of Industry and Information Technology 2016 Announcement No. 36).

(3) Recycling lead enterprises shall apply for the hazardous waste business license in accordance with the relevant provisions of the “Administrative Measures for the Administration of Hazardous Wastes” and comply with the relevant requirements of the Technical Specifications for the Treatment of Waste Lead Storage Batteries (HJ519-2009). The plastics after crushing and sorting the lead-acid batteries shall be cleaned and used to meet the requirements of the “Technical Specifications for Waste 4 Plastics Recycling and Recycling Pollution Control (Trial) (HJ/T364-2007).

(4) When purchasing lead-acid batteries, the recycling lead enterprises shall strictly implement the system of transfer of hazardous wastes and establish a record book for the operation of hazardous wastes. The processing technology of the pollutants generated in the production process is feasible, the operation and maintenance records of the treatment facilities are complete, and the main production facilities are operated synchronously. Enterprises should standardize the management of material storage yards, waste slag yards, and sewage outlets.

(5) Recycling lead enterprise wastewater shall be discharged by rain and sewage, clearing and diverting, and quality treatment, clear water recycling, advanced treatment of sewage, and the discharge of the first type of pollutants in the workshop shall reach the standard. The lead smoke and lead dust in the organized exhaust gas should be treated by automatic dust removal bag dust removal technology and electrostatic dust removal technology. The acid mist should be collected or treated by techniques such as collecting condensate reflux or physical capture and lye absorption. . Lead, lead and sulfuric acid mist in the workshop should be collected and treated to prevent lead smoke, lead dust and acid mist from escaping, and reduce the unorganized emissions of lead smoke, lead dust and acid mist. Pollutant discharges should meet the requirements of the “Recycled Copper , Aluminum , Lead and Zinc Industrial Pollutant Emission Standards” (GB31574-2015).

(6) The hazardous waste generated by the regenerative lead enterprise must be disposed of in accordance with the relevant requirements of the “Administrative Measures for the Management of Hazardous Wastes” and the “Technical Policy for the Prevention and Control of Hazardous Waste Pollution”. Hazardous waste generated by a regenerative lead enterprise that has no disposal capacity must be entrusted to the unit holding the relevant hazardous waste business license. Waste labor protection articles in the production process of the enterprise shall be managed in accordance with hazardous waste.

(7) Recycling lead enterprises shall have sound enterprise environmental management institutions, and shall formulate sound environmental management rules and regulations and emergency plans for heavy metal environmental pollution, and have corresponding emergency facilities and equipment, and regularly carry out environmental emergency training, drills and environmental risk hazard investigation. . Enterprises must conduct self-monitoring in accordance with the relevant requirements of the Environmental Protection Law, establish an environmental information disclosure system, disclose environmental protection related information, and accept social supervision.

(8) Recycling lead enterprises shall, after handling the "Sewage Discharge Permit" in accordance with the regulations, be allowed to carry out the production of recycled lead, and carry out the discharge of pollutants and discharge to the standard.

(9) Recycling lead enterprises shall not be punished for environmental violations within two years before the announcement of the declaration specifications, and no environmental pollution accidents will occur.

(10) For enterprises that have illegal information in the environmental administrative punishment case handling information system, the environmental protection special action illegal enterprise list and the national key monitoring enterprise pollution source supervision monitoring information system, they shall complete the rectification and provide relevant rectification materials. Can apply for inclusion in the list of companies that meet the criteria.

V. Safe production and occupational health

(1) Reconstruction lead enterprise construction projects shall comply with laws and regulations such as the "Safe Production Law" and the "Occupational Disease Prevention and Control Law", and implement national and industrial standards for ensuring safe production and occupational health; project safety facilities and occupational disease prevention facilities must be strictly implemented. (3) Before the pilot production of the recycled lead enterprise, the vocational skills training (industry) should be carried out in key positions such as key production links, environmental equipment operation, special equipment operation, safe and healthy environment management, and hazardous waste management.

(4) A bulletin board shall be set up in the eye-catching position of the workplace, and the rules and regulations concerning the prevention and treatment of occupational diseases, operational procedures and test results of occupational hazards shall be announced. (5) Strengthening occupational safety and health training for workers, providing workers with personal protective equipment that meets the requirements of standards, organizing laborers to conduct occupational health checks before, during and after work, and establishing occupational health surveillance files for workers. . 2. The Ministry of Industry and Information Technology is responsible for the standard management of the national recycling lead industry, and publishes a list of enterprises that meet the “Regulations for Regenerative Lead Industry” in the form of announcements. The provinces, autonomous regions, municipalities directly under the Central Government and the municipal and industrialized information administration departments 7 (hereinafter collectively referred to as provincial-level industrial and informatization authorities) are responsible for the regeneration of the region in accordance with the “Regulations on Regenerative Lead Industry” and related laws, regulations and industrial policies. 5. The provincial-level industrial and informatization authorities shall, after consulting the relevant environmental protection authorities for environmental protection-related content, submit the list of enterprises that meet the “Regulations for Regenerative Lead Industry” and related application materials to the Ministry of Industry and Information Technology as required. .

6. According to the standard conditions, the Ministry of Industry and Information Technology organizes experts to conduct material audits, on-site audits, etc., publicize the list of enterprises that meet the requirements of the standards, and solicit opinions from the Ministry of Environmental Protection, and announce them without objection. If there is any objection during the publicity period, it shall be verified in time.

(II) Dynamic management of the list of announced enterprises

The Ministry of Industry and Information Technology is responsible for the dynamic management of the list of announced companies. Local competent industrial and information administration departments are responsible for supervising the announced enterprises in the region, and the Ministry of Industry and Information Technology conducts spot checks on the announced enterprises. All sectors of the society supervise the public enterprises. Announcement of the company will revoke its announcement if:

2. Refusing to accept supervision and inspection;

(3) Enterprises that meet the requirements of this Code and make announcements shall be the basis for relevant policy support.
