According to industry sources, the country has already determined that it will introduce a policy to support the integrated circuit chip industry. The plan is dominated by the Ministry of Industry and Information Technology. It is currently in a critical stage. The plan is expected to be finalized in the fourth quarter and sent to senior management for approval. The official release time may be later.



According to industry insiders, the new plan will focus on chip manufacturing, chip design, chip packaging, and upstream production equipment (such as wafer furnaces). On the operational level, it is mainly to support enterprises from the national level to increase capital investment. In the form of financial support, it is possible to adopt industrial investment funds. On the object, it will focus on supporting more than a dozen companies to become bigger and stronger. Ziguang Group has successively purchased exhibition news and Rui Dike for 1.8 billion U.S. dollars and 900 million U.S. dollars to show the direction of national support.



Industrial Securities analyst Qin Yuanyuan analyzed that the most important feature of the new policy is that it will increase capital investment and scale unprecedentedly; and changed the previous “sprinkle the pepper” approach, emphasizing the key support for more than a dozen companies to become bigger and stronger. This will be conducive to industrial integration, resource concentration, enhance the competitiveness of leading manufacturers, and promote the import substitution process. She believes that the focus of the new policy is on independent IC design, and IC design is expected to drive the entire industry chain.



Domestic IC design has received strong support from the government at the crucial moment of industrial development. It is expected that in the process of increasing industry concentration, only a few places will compete with international manufacturers. The return of Spreadtrum and RDA will undoubtedly set off waves in the industry and capital markets next year. Spreadtrum and RDA are the second and third largest IC design companies in China. If Ziguang Group integrates these two products, it will be a major event for the country to integrate resources and promote IC design to become an international manufacturer.



The aforementioned industry insiders believe that this year is the year of recovery of the semiconductor industry, and the industry's upward trend will remain unchanged next year. Coupled with the emergence of new policies, unprecedented national support, and the consolidation of industry resources, next year will be a major year for the semiconductor industry.



Qin Yuanyuan said that although specific policies have not yet been introduced, according to the guiding ideology of the new policy, the most benefited vendors can be divided into two levels, namely IC design and packaging and testing.
