Specifically, the "Measures" do not set the requirements for the proportion of new energy vehicles for passenger vehicles that have an annual production capacity or import volume of less than 30,000 vehicles for conventional energy passenger vehicles; Start to set the requirements for the proportion of points, including: the percentage requirements for points in 2019 and 2020 are 10% and 12%, respectively. The proportion of points in year 2021 and beyond is required to be announced separately.

In addition, the "Measures" also describes the points accounting system and the management of points, the calculation of points, the management of points in parallel, and the supervision and management system that are of greater concern to the industry.

Establish a credit scoring system and a points management platform. The domestic passenger car manufacturers and import passenger car supply companies in China are all subject to the calculation of the average fuel consumption points and new energy vehicle credits, and carry out separate accounting. Establish a management platform for auto fuel consumption and new energy auto points, and coordinate promotion of points disclosure, transfer, and transaction, etc. Enterprises will carry out point transfer or transaction through this platform.

Clearly point calculation method. The "Measures" stipulates the average fuel consumption points for passenger car companies and the calculation method for new energy vehicle points, and defines the accounting methods for the actual value, target value, and target value related to the point calculation.

Conditionally relax the fuel consumption standards for small-scale enterprises. In view of the fact that small-scale enterprises do not possess scale advantages and reduce fuel consumption, combined with China’s actual and foreign experience, the “Measures” for passenger vehicle manufacturers with an annual production volume of 2,000 vehicles and independent of production, R&D and operation, annual import volume 2000 The following suppliers of imported passenger vehicles authorized by overseas production companies, as well as unlicensed import passenger car supply companies, have relaxed their requirements for meeting the average fuel consumption points. Among them, for the unlicensed import passenger car supply companies with an annual import volume of less than 2,000 vehicles, the integral accounting is not implemented for the time being.

Implement integral management in parallel. First, in the company's average fuel consumption points, positive points can be carried forward for use in subsequent years in proportions of 80% or 90%, or they can be transferred between related companies. Negative credits for offsets include: use of the company's carryover or The average amount of fuel consumed by the transfer is credited, and new energy vehicles generated or purchased by the company are used for integration. Second, in the new energy vehicle points, the positive points can be freely traded, but they cannot be carried forward (the positive points in 2019 can be carried forward in equal amount for one year); negative points can be compensated by taking the positive points of new energy vehicles. Thirdly, negative integral compensation should be completed within 90 days after the Ministry of Industry and Information Technology releases the score calculation report. The new energy vehicle positive points can deduct the same number of average fuel consumption negative points.

Improve the supervision and management system. The Ministry of Industry and Information Technology together with the financial, commercial, customs, quality inspection and other departments to verify the points and publish an annual report on the scores. Establish a corporate credit management system for passenger vehicles and require companies to submit credit commitments and publicize them; companies fail to submit data and submit points reports as required. If the circumstances are serious, they will be notified as untrustworthy companies. Article 2 These Measures shall apply to the average fuel consumption of passenger vehicle companies within the territory of the People's Republic of China and the management of new energy vehicle points.

Article 3 The Ministry of Industry and Information Technology shall, together with the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine, implement the average fuel consumption of passenger vehicle companies and the management of new energy vehicle points.

Article 4 The term "passenger vehicle" as used in these Measures refers to the maximum design total mass specified in paragraphs 2.1.1.1 to 2.1.1.10 of the "Types and Definitions of Types of Automobiles and Trailers" (GB/T 3730.1?2001). The term "imported passenger vehicle supply enterprises" as mentioned in the present Measures refers to those passenger vehicles that are imported from outside the People's Republic of China and are sold domestically to obtain compulsory product certification, including the import of passenger vehicles authorized by overseas passenger vehicle manufacturing enterprises. Article 6 The Ministry of Industry and Information Technology shall establish a management platform for vehicle fuel consumption and new energy vehicle points, and coordinate the promotion of the average fuel consumption of enterprises and the publicity, transfer, and transaction of new energy vehicle points.

Chapter II Calculation of the Average Fuel Consumption of Passenger Vehicles

Article 7 Domestic passenger car manufacturers and import passenger car supply companies in China are the principal entities for the average fuel consumption of passenger car companies. They are separately accounted for.

Article 8 The average fuel consumption point of passenger vehicle companies is the difference between the attainable standard value and the actual value of the average fuel consumption of the enterprise, and the product of the passenger vehicle production volume or import volume. The actual value is lower than the target value to generate positive scores, and higher than the target value to generate negative scores.

Article 9 The average fuel consumption of a passenger vehicle company that meets the target value refers to the product of the target fuel consumption of the enterprise and the enterprise’s average fuel consumption requirement for the accounting year (the calculation results shall retain two decimal places according to the rounding principle).

The target value of the average fuel consumption of passenger vehicle companies is calculated in accordance with Article 5.2 of the "Method and Index for the Estimation of Passenger Vehicle Fuel Consumption" (GB 27999-2014) (the calculation results shall be rounded off by two decimal places). If there are a number of different fuel consumption target values ​​for the same model in the accounting year, they are calculated separately according to different target values.

The enterprise's average fuel consumption requirements for the accounting year refer to the relevant ratios specified in Section 5.3 of the “Methods and Indicators for Estimating Fuel Consumption of Passenger Vehicles”.

Article 10 The actual value of the average fuel consumption of passenger vehicle companies shall be calculated in accordance with Section 5.1 of “Evaluation Methods and Indicators for Passenger Vehicle Fuel Consumption” (the calculation results shall be rounded off by two decimal places). If the same vehicle type has a number of different fuel consumptions in the accounting year, it is calculated separately according to the different fuel consumption.

Article 11 The passenger vehicle production volume of a domestic passenger vehicle production enterprise shall be calculated according to the actual production volume of passenger vehicles produced by the enterprise within the accounting year and used for domestic sales.

The import volume of passenger vehicles supplied by the import passenger vehicle supply enterprise shall be calculated according to the number of passenger vehicles imported by the enterprise for domestic sales in the accounting year, obtained compulsory product certification and inspected by the entry-exit inspection and quarantine agency.

Article 12 For domestic passenger vehicle manufacturers that have an annual production volume of less than 2,000 cars and have independent production, R&D, and operation, imported passenger vehicle supply companies authorized by overseas passenger car manufacturing enterprises with an import volume of 2,000 or less, In accordance with the following provisions, relax the compliance requirements for the company's average fuel consumption points:

If the average fuel consumption of a company from 2016 to 2020 is more than 6% lower than the previous year, the target value of the company will be relaxed by 60% on the basis of the requirements for average fuel consumption of the company specified in the “Method and Index for the Evaluation of Passenger Vehicle Fuel Consumption”; If the rate of decline is more than 3% and less than 6%, the target value will be relaxed by 30%.

The imported passenger vehicle supply enterprises that have not been authorized by overseas passenger vehicle production enterprises shall be managed in accordance with the provisions of the preceding paragraph, and the company's average fuel consumption points shall be accounted for since 2019; however, if the import volume is less than 2,000 vehicles in the fiscal year, the temporary Implement integral accounting.

Chapter III Calculation of New Energy Automobile Credits for Passenger Vehicle Enterprises

Article 13 Each domestic passenger vehicle production enterprise and each imported passenger vehicle supply enterprise are the main entities for the calculation of new energy vehicle points and carry out accounting separately.

Article 14 The passenger vehicle company new energy vehicle points shall be the difference between the actual value of the company's new energy vehicle points and the target value.

The actual value is higher than the standard value and the positive score is generated. If the actual value is lower than the standard value, the negative integral is generated.

Article 15 The actual value of new energy vehicle points for passenger car companies refers to the sum of the points of each model of new energy passenger cars produced or imported by the company during the accounting year and the product of the model's production volume or import volume (calculation results Rounding principle retains integers).

The production volume and import volume stipulated in the preceding paragraph shall be calculated in accordance with the methods prescribed in Article 11 of these Measures.

The new energy passenger vehicle model points will be determined according to the “New Energy Passenger Vehicle Model Integration Method” (see Annex 2).

Article 16 The passenger car enterprise's new energy vehicle mileage compliance value refers to the product of the production or import volume of the traditional energy passenger car in the accounting year and the product requirement of the new energy vehicle's points ratio (the calculation result is retained according to the principle of rounding off. Article 17 The passenger car companies with annual production capacity or import volume of less than 30,000 vehicles for traditional energy passenger vehicles do not set requirements for the proportion of new energy vehicles; if they reach more than 30,000 vehicles, they will set new ones from 2019 onwards. In 2019 and 2020, the proportion of new energy vehicles will be 10% and 12%, respectively. The requirements for the proportion of new energy vehicles in year 2021 and beyond will be announced separately by the Ministry of Industry and Information Technology.

Chapter IV Integral Reports and Publicity

Article 18 A passenger vehicle company shall, before December 20 of each year, submit to the Ministry of Industry and Information Technology an annual pre-report of the average annual fuel consumption of passenger vehicles and new energy vehicles.

The contents of the pre-report include the expected target value of the average fuel consumption of the company, the expected actual value, and the expected value of new energy vehicle points, etc. (see Appendix 3).

Article 19 A passenger car company shall, before March 1st of each year, submit to the Ministry of Industry and Information Technology an annual report on the average fuel consumption of passenger car companies and the implementation of new energy vehicle points in the previous year.

The contents of the report include the quantity, key parameters, fuel consumption, electric energy consumption, fuel consumption target value of the corresponding model, and the average fuel consumption of the company's average fuel consumption. New energy vehicle points, etc. (see Annex 3).

Article 20 The Ministry of Industry and Information Technology shall, prior to April 10 of each year, publicize to the public the average fuel consumption of passenger car companies in the previous year and new energy vehicle points through the vehicle fuel consumption and new energy vehicle point management platform. .

If there is any objection to the information concerning the average fuel consumption of the publicly-received passenger vehicle company and the new energy vehicle points, it may be submitted to the Ministry of Industry and Information Technology within 30 days. The Ministry of Industry and Information Technology shall reply within 30 days after receiving the objection.

Article 21 The Ministry of Industry and Information Technology, together with the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine, before June 30 of each year, the company's average fuel consumption and new energy vehicle points submitted to passenger car companies The annual report and related data were verified, and the report on the calculation of the average fuel consumption of passenger vehicle companies and new energy vehicle credits in the previous year was released.

Chapter 5 Integral Concurrent Management

Article 22 The average points of fuel consumption of passenger vehicle companies may be carried forward or transferred between related companies.

Passenger car companies new energy vehicles positive points can be freely traded in accordance with this approach. The scores for new energy vehicles will not be carried forward, but the new energy vehicles that are generated in 2019 will be eligible for a year's worth of positive points.

If a passenger vehicle company has average negative points for fuel consumption or negative points for new energy vehicles, it shall submit it to the Ministry of Industry and Information Technology within 60 days after the report on the average fuel consumption of passenger vehicles and the report on the calculation of new energy vehicle points. The average negative points of fuel consumption and new energy vehicles negative integral compensation report (see Annex 4), and complete negative integral compensation within 90 days after the release of the accounting status report.

Article 23 A passenger car company that has one of the following relationships is an affiliated enterprise as prescribed in the first paragraph of Article 22 of these Measures:

(1) Domestic passenger vehicle manufacturing enterprises and other domestic passenger car manufacturing enterprises whose total direct or indirect shares exceed 25%;

(2) Domestic domestic passenger vehicle manufacturing enterprises whose total amount of direct or indirect shares held by third parties in China is more than 25%;

(3) Domestic passenger car supply enterprises authorized by overseas passenger vehicle manufacturing enterprises, and domestic passenger car production enterprises that directly or indirectly hold more than 25% of the total shares of the passenger vehicle production enterprises abroad.

Article 24 If the average fuel consumption of passenger car companies is used for carrying forward the follow-up year's average points, they will be carried forward according to a certain percentage, and the carry-forward period will not exceed three years. For the 2018 annual and previous years' positive points, the carryover ratio is 80% for each carry forward, and the positive integration for 2019 and later years, and the carryover ratio is 90% for each carry forward.

Article 25 The average points of the average fuel consumption of the passenger car companies transferred shall be limited to their use in the current year and shall not be transferred again.

Article 26 The negative points of the average fuel consumption of passenger vehicle companies shall take the following measures to offset zero:

(a) use the positive points of the average fuel consumption carried forward by the company;

(2) The average points of the average fuel consumption for the use of the company;

(3) using the new energy vehicles' positive points generated by the company;

(D) Purchase new energy vehicles positive points.

The compensation methods listed in the preceding paragraph can be used in combination.

New energy vehicle positive points can deduct the same amount of average fuel consumption negative points.

Article 27 The new energy vehicles of passenger vehicle companies shall be compensated for their negative points through the purchase of new energy vehicles.

Article 28 The new energy vehicle negative points generated by passenger car companies in 2019 can use the new energy vehicles' positive points generated in 2020 to compensate.

Article 29 The points for new energy vehicles purchased by passenger car companies are limited to their use in the current year and may not be traded again.

Article 30 In the event of separation, merger, etc., of passenger vehicle companies, which affect the carry-forward, transfer, transaction, and satisfaction of points, they shall promptly go through the formalities of change with the Ministry of Industry and Information Technology.

Chapter VI Supervision and Management

Article 31 The Ministry of Industry and Information Technology, together with the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine, establish a system of average fuel consumption for passenger vehicles and credit management for new energy vehicles.

When submitting the annual report on the average fuel consumption and the implementation of new energy vehicle points, the passenger vehicle company shall submit a letter of commitment to the Ministry of Industry and Information Technology (see Annex 5). The Ministry of Industry and Information Technology shall publicize its credit commitment to the society. book. Where the legal representative of the enterprise has not changed, the letter of credit commitment need not be submitted year by year.

If a passenger car company fails to honor its commitments, the Ministry of Industry and Information Technology will use it as an untrusted passenger vehicle company to inform and register it into the vehicle manufacturer credit information management platform.

Article 32 The Ministry of Industry and Information Technology shall, together with the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine, verify the average fuel consumption of passenger car companies and the scores of new energy vehicles.

The Ministry of Industry and Information Technology is responsible for checking the fuel consumption of domestic passenger car manufacturers and their passenger vehicles, the parameters of new energy vehicles, and the production volume of passenger vehicles.

The Ministry of Commerce is responsible for verifying the situation of the imported passenger car supply companies.

The General Administration of Customs is responsible for checking the import volume of passenger cars.

The General Administration of Quality Supervision, Inspection and Quarantine is responsible for checking the parameters of imported new energy passenger vehicles, the fuel consumption of imported passenger vehicles, and the import volume of passenger vehicles that have obtained compulsory product certification and have been inspected by the entry-exit inspection and quarantine agencies.

Article 33 Any entity or individual has the right to report to the Ministry of Industry and Information Technology on violations of these Measures. After receiving the report, the Ministry of Industry and Information Technology, together with related departments, promptly investigates and handles the matter in a lawful manner and keeps the informer confidential.

Chapter VII Legal Liability

Article 34 If a passenger car company has one of the following circumstances, the Ministry of Industry and Information Technology and other departments shall notify them according to their responsibilities, and shall calculate the average fuel consumption and new energy vehicle points according to the verification value; if the circumstances are serious, it shall be deemed as mistrust. The vehicle company shall report and enter the vehicle manufacturer credit information management platform:

(1) failing to submit the passenger car fuel consumption and new energy passenger car data according to the provisions of these Measures;

(2) The data on the fuel consumption of passenger vehicles submitted and the data on new energy passenger vehicles are inconsistent with the verification results;

(3) The data on production volume and import volume of passenger vehicles submitted are inconsistent with the actual quantity;

(4) Failing to submit the report on the average fuel consumption of the enterprise and the new energy vehicle points report in accordance with the provisions of these Measures, or the content of the report does not conform to the facts.

Article 35 If the negative balance of average fuel consumption of a passenger car company or the negative energy of a new energy vehicle fails to be offset and returned to zero according to the present Measures, it shall submit to the Ministry of Industry and Information Technology its plan for the production or import adjustment of passenger vehicles for the current year. The positive points expected to be generated during the current year can be used to cover the negative points that have not yet been repaid.

Article 36 The average fuel consumption of passenger vehicle companies and the requirements for the management of new energy vehicle points shall be included in the production conditions of passenger vehicle manufacturers and products. If a passenger vehicle company has one of the following circumstances, its fuel consumption cannot reach the target value of the fuel consumption target value of the “Passenger Fuel Consumption Evaluation Method and Indicators” before the negative integral compensation is returned to zero. It shall not be included in the "Announcement of Road Motor Vehicle Production Enterprises and Products" or may not issue a compulsory product certification certificate, and may be punished in accordance with the "Automobile Industry Development Policy" and "Compulsory Product Certification Management Regulations" and other relevant provisions:

(1) Negative integrals of average fuel consumption have not been compensated and zeroed according to the present Measures;

(2) Negative credits for new energy vehicles fail to be zeroed according to the present Measures;

(3) Failing to submit an annual passenger car production or import adjustment plan in accordance with the provisions of Article 35 of the present Measures, or submitting a production or import adjustment plan, but the annual average fuel consumption points and new energy vehicle points do not meet the requirements.

Chapter VIII Supplementary Provisions

Article 37 The accounting year referred to in these Measures refers to January 1 to December 31 of each year. The passenger cars produced in China shall be determined on the basis of the date of manufacture recorded on the certificate of issuance of the entire vehicle of the motor vehicle; the date of issuance of the on-board inspection order for imported passenger vehicles to obtain mandatory product certification vehicles shall be determined accordingly. year.

The Ministry of Industry and Information Technology shall forward the materials submitted by the passenger vehicle enterprises in accordance with the provisions of these Measures and transfer them to other relevant departments.

Article 38 The amendments to the standards involved in this method shall be implemented in accordance with the revised text.

The "above", "below", and "not-exceeded" in the present Measures all include this number. "Discontent" does not include this number.

Article 39 The Ministry of Industry and Information Technology shall, in conjunction with relevant departments, improve the average fuel consumption of passenger vehicle companies and economic measures for the management of new energy vehicle points in accordance with relevant state regulations.

In accordance with China's national conditions and the needs of the development of the automobile industry, the relevant systems and attachments to these Measures shall be adjusted in due course and re-announced.

Article 40 These Measures shall come into force on April 1, 2018. The Measures for Calculating the Average Fuel Consumption of Passenger Vehicles (Ministry of Industry and Information Technology Announcement No. 15) published on March 14, 2013, and the “Reinforcing Average Fuel Consumption of Passenger Vehicle Enterprises” published on October 14, 2014 "Notification of consumption management" (Ministry of Industry and Information Technology [2014] No. 432) is also repealed.
