Weng Mengyong pointed out that from January to October this year, the water traffic safety situation is basically stable, but since August, the water safety accident has risen significantly. The task of eliminating the safety hazards of passenger ferries, waterway dangerous goods transport, and sand and gravel transport vessels remains complex and arduous.
Weng Mengyong emphasized that to persistently improve the work of centralized production and management of water transportation safety, the key is to start from four aspects and solve the "last mile" problem at the management end.
First, strictly control the number of water traffic accidents and deaths. Strengthen the safety supervision and management of the “Six Area First Line†key water areas, “Four Key Shipsâ€, hazardous cargo tank farms and oil and gas pipelines, to prevent the occurrence of group casualties.
The second is to strengthen the safety supervision of water passenger transportation. Increased efforts were made to monitor the safety of the Yangtze River waters, Bohai Bay and the Qiongzhou Strait waters, as well as Sino-Korea passenger and cargo liners and ferry ferries.
The third is to do a good job in transporting dangerous goods by sea. Strictly ship the dangerous goods declaration management, carry out the identification and assessment of the major risk sources of dangerous goods tanks and oil and gas transmission lines in ports, and strengthen the emergency rescue capacity building for water hazard transportation.
The fourth is to innovate supervision and improve service capabilities. We will improve the water transportation safety regulations and systems, innovate methods of supervision and management, further standardize law enforcement practices, and strive to optimize the development environment of the water transport market.
Weng Mengyong requested that the new "safety production law" should be seriously implemented, persist in problem orientation, deepen reforms, adhere to law administration, supervise according to law, and be accountable according to law. According to the factors and conditions affecting the safe production of transportation, it should be scientific, standardized, rigorous, and efficient. The principle is to deepen reforms and innovations in safety management methods and scientifically formulate a "safety transportation" evaluation system to ensure that the security situation continues to be stable.
