According to the analysis of the Blue Book, in the public opinion incidents of the people's livelihood, public opinions often show strong development and show consistent network opinions. For instance, public opinion shows anger over forced recruitment and forced demolitions, and it is a common feature of public sentimental incidents. According to the report, 81.85% of rights protection activities in social livelihood networks have been caused by rights protection and forced demolitions, of which 36.73% have triggered widespread group protests.

The report also pointed out that the number of cases involving police-related incidents during the cyber rights defense incident was 13.35%, most of which were caused by brutal law enforcement; the proportion of corporate dispute incidents was 12.80%, mostly caused by labor disputes and welfare benefits, and the outbreak of incidents in Guangdong Province. The proportion is high; the proportion of anti-corruption incidents is 12.58%, with corruption as the main incentive; the proportion of public health events is 10.50%, and the majority are environmental pollution; the proportion of social security incidents is 7.55%, mostly due to black forces. It was triggered by fighting and fighting. The proportion of disaster accidents was 6.46%. It was mainly related to illegal logging and safety accidents. On the whole, the number of group incidents triggered by rights protection was 374, accounting for 40.92% of the total sample.

According to the results of data analysis, the Blue Book puts forward policy proposals for responding to the Internet's rights-defying situation, including focusing on new trends in land acquisition and demolition events, ensuring information disclosure, frank communication, and reasonable solution to problems according to law; using police power with caution and using dialogue and coordination to dispose of rights Incidents; provide effective institutional guarantees, give full play to the auxiliary functions of anti-corruption in the network, respect rational public opinions, and establish effective supervision mechanisms.
